Waste Management Service Optimalisation Study of DKI Jakarta

DKI Jakarta is the only local government in Indonesia that applies a segregated waste management framework, distinguishing responsibilities between household and non-household waste. Under this framework, non-household waste is managed by licensed third-party operators in accordance with gubernatorial regulations.

This engagement involved a comprehensive review of existing tariffs for waste management services provided by the Client, alongside the development of proposed tariffs for potential new services. These services include value-added and technology-based solutions such as paving block production, woodchip processing, maggot cultivation, refuse-derived fuel (RDF), and incineration. The study supports informed policy and commercial decision-making in advancing sustainable and efficient waste management practices.

We are assigned to provide consultation services below: • Conduct review for existing waste management services tariff by considering its capital expenditure, operational expenditure, market price, ability-to-pay and willingness-to-pay • Conduct primary survey to existing and potential market of waste management services • Identify and calculate tariff proposal for potential waste management derivatives production including maggot, woodchip, paving block, hummus soil, RDF and incineration • Develop comprehensive and responsive financial model • Prepare user manual and guidance to use the prepared financial model • Review the potential waste generated using the previous approach introduced by the former consultant, compared to one year of historical real waste generation. • Review the tipping fee proposal from a private company that is a potential partner in developing a Waste-to-Energy Plant.
