Consultation Service for Strategy and Implementation Scheme Development of Land-Based Financing Implementation

As part of an initiative to strengthen innovative urban financing mechanisms, the assignment was structured around two key milestones. Phase 1 focused on documenting the success story of land-based financing implementation in Jakarta, capturing best practices, key enablers, and measurable outcomes. Phase 2 centered on the development of a strategic framework and implementation scheme for land-based financing in Bandung City, supporting the city’s efforts to adopt sustainable and scalable financing approaches for urban development.

We are assigned to provide consultation services below:

Phase 1: 󠁯•󠁏 Conduct secondary research on available Land-Based Financing schemes. 󠁯•󠁏 Identify the implementation of LBF in Jakarta, including its needs, complexity, challenges, success stories, and the role and authority of each stakeholder involved. Conduct multiple interviews with relevant local government units and regionally owned enterprises.

Phase 2: 󠁯•󠁏 Conduct preliminary assessment to understand current outlook of Bandung City including its fiscal capacity, institutional and governance, stakeholders mapping, policies and regulations and relevant planning document 󠁯•󠁏 Conduct benchmarking study for implementation of LBF scheme 󠁯•󠁏 Develop LBF mechanism plan consist of implementation stages, action plan, key milestones and expected role of key stakeholders according to the stakeholder mapping
